ISR functions not found in help

I'm trying to get a basic ISR to work on ARM-7. Help documentation states that the libarm_enable_irq() function requires the processor to be in privileged mode, can anyone give me a simple explanation on what I need to do to achieve this. When I search 'privileged mode', there are heaps of hits, none of them explain clearly what I need to do.  Thanks
