Edit->Format causes #in clude order to change

Firrstly, I submitted this yesterday and its not showing up on the forum! Dunno Why! If it's simply delayed then sorry for posting twice!

If I use the Edit->Format option to re format the code layout, it alters the order of the #inlcudes

This normally causes the build to fail (as you'd expect).

I guess it shouldn't do this. Am I missing soething here?
