CTL for Windows

I have rigged up CrossStudio to build my software for Windows using an external mingw64 GCC, for simulation and automated testing purposes.

 

Is there a WIN32 implementation of the CTL that could be linked / compiled with my simulator? I'm really getting into the weeds trying to roll my own.
