olimex arm-usb-ocd cannot identify target problem

hi , i am using Crosswork version 2.0 with olimex arm-usb-ocd , i did everything that wrote on olimex website,  

but cant connect device, getting this error  "cannot connect idenfiy target . Check JTAG connections and that the target is powered"

any solution?
