X Server needed for running crosslink?

We are using one of our crossworks for MAXQ30 licenses on a headless continuous integration server (Which is running Ubuntu 14.04.)  The crossbuild command works fine, however, in a headless environment, the crossload tool, to automatically jtag program a DUT, fails with the error "Cannot connect to X Server."  I get around this by setting a dummy X session on startup and setting the DISPLAY environment variable before running crossload, however this is an inelegant workaround.
