I have used something like this before in an external editor called SlickEdit. It was called Beautify. It would clean up all or selected code to what the auto format settings were set to. Really helped when you needed to go back and clean up a late night

You can compile your own copy of Great Code or similar and have it as an external tool. A built-in code formatter is something that I have considered, but have decided that it just isn't worth the effort when there are so many external formatters around that you can choose from (Great Code, astyle, indent, and so on).
