Write a Windows/PC version of CTL for testing [Imported Thread]

We'd like to be able to run automated tests on our code using standard gcc on Windows. But... we use CTL quite a lot and so can't test the code without a working version of CTL that will run on a PC.

  Sorry there isn't.

  The CrossWorks simulator implements the Cortex-M SysTick timer, could this be used?
