Use .cmd files instead of .xml files for memory map and sections placements

It would be nice if we could use .cmd files instead of .xml files for the memory map and sections placements files. Its easier to edit and to understand.

  ...it's not easier for the tools to process, though, so this isn't going to happen.  ARM have now defined new XML files (SVD files) that all tools vendors can pick up on.  Our latest software can process these SVD files.
