I have been developing and downloading programs using the CrossStudio IDE, is it possible to download programs from the command line?

Yes, CrossWorks includes the CrossLoad command line loader tool for this purpose - see the CrossLoad section in the user guide for more information.

Note that the CrossLoad Production License is available if you need to program devices in a separate production facility that doesn't have a CrossWorks license.
