STM32F207 "Memory read operation timed out"

Hello,

I am using  a crossconnect and attempting to attach to my target device but I am seeing the "Memory read operation timed out". This is not a normal occurrence, but I am attempting to troubleshoot an issue where I need to attach while running.

Changing the clock divider is not helping. Any other suggestions?
